His clients have included Economatrix Research Associates, the U.S. Department of Labor, the Workers’ Compensation Research Institute, the California Workers’ Compensation Research Institute, as well as various state associations and other organizations with interests in reforming laws and regulations that affect occupational safety and workers’ compensation systems.

From 1993 to 2000 Dr Helvacian was on the staff of the National Council on Compensation Insurance (NCCI), Inc., where he served successively as Senior Economist, Director of Claims Research, Director of Research and Chief Economist. Prior to that, he served in economics positions at IBM, AT&T and the National Bureau of Economic Research.

He received a PhD degree in economics from the City University of New York.
